Sarva Shiksha Abhiyan Sarva Shiksha Abhiyan (SSA) is Government of In d ia's flagship programme for achievement of Universalization of Elementary E d ucation (UEE) in a time boun d manner, as man d ate d by 86th amen d ment to the Co nstitution of In d ia making free an d co mpulsory E d ucation to the Chil d ren of 6-14 years age group, a Fun d amental Right. SSA is being implemente d in partnership with State Governments to co ver the entire co untry an d a d d ress the nee d s of 192 million chil d ren in 1.1 million habitations. The programme seeks to open new schools in those habitations which d o not have schooling facilities an d strengthen existing school infrastructure through provision of a d d itional class rooms, toilets, d rinking water, maintenance grant an d school improvement grants.
