COMMUNITY MOBILIZATION Sarva Shiksha Abhiyan (SSA) is a comprehensive and integrated flagship programme of Government of India to attain Universal Elementary Education (UEE) covering the entire  country in a mission mode. SSA has been launched in 2001 - 2002 in partnership with state Governments & loc al self - governments. This programme aims to provide useful & relevant  Elementary Education to all children in the age group of 6 - 14 years by 2010. Major areas of Interventions in SSA Sarva Shiksha Abhiyan is an attempt to provide quality education to all children through active participation of community in a mission mode. Here it is clear  that involvement of community is not only essential but core strategy of SSA. INCLUSIVE EDUCATION IN RTE- SSA- AN OVERVIEW Background RTE mandates free and compulsory education to all children from 6-14 years of age. The key objective of RTE- SSA is Universalization of Elementary Education (UEE). Three important aspects of UEE are access, enrolment and retention of all children in 6-14 years of age. This goal of UEE, has further been facilitated by the Constitutional (86th Amendment) Act, making free and compulsory elementary education a Fundamental Right, for all the children in the age group of 6-14 years. This Amendment has given a new thrust to the education of Children With Special Needs (CWSN), as without their inclusion, the objective of UEE cannot be achieved. In-fact inclusion of one of the groups, which is extremely crucial for UEE, is perhaps that of the CWSN. Hence, education of CWSN is an important component of SSA. MONITORING FORMATS FOR QUALITY DIMENSTIONS UNDER SSA Some Issues Rationale Adequate, rigorous, inclusive and continuous monitoring and supervision are one of the most important keys to successful implementation of any educational programme. The same is true for Sarva Shiksha Abhiyan (SSA), which aims at providing useful and relevant elementary education to all children in the age group of 6-14 years. It is an effort to universalize quality Elementary Education for all children by 2010 in a mission mode. The National Curriculum Framework 2005 has strongly articulated the need for a substantial improvement in the quality of education. Girls Education Girls Education at Elementary Level Education of girls has been a high priority with the Government of India. The National commitment to provide free and compulsory education to all children in the 6-14 years age group is now a Fundamental Right of every child in India after the passing of the Constitution (86 th Amendment) Act in December, 2002.   Reaching out to the girl child is central to the efforts to universalize elementary education . Sarva Shiksha Abhiyan, or ‘Education for All’ programme recognizes that ensuring girl’s education requires changes not only in the education system but also in societal norms and attitudes. A two-pronged gender strategy has therefore been adopted, to make the education system responsive to the needs of the girls through targeted interventions   which   serve as a pull factor to enhance access and retention of girls in schools and on the other hand, to generate a community demand for girls’ education through
